Those are not for towing your Miata! They are shipping tie-downs which are completely unnecessary for everyday driving. I suppose you could use them if or when you decide to ship your Miata via Matson.
It's not a very time consuming or difficult operation, but mine is a '91 and I'm told it's tougher for the 99+ models.
